On the recommendation of a friend, Santa Rosa's Saigon Cuisine seemed a sure bet with three out of five of my benchmarks met--a 75-item menu in both English and Vietnamese, nothing over $9* and a totally confounding dish called The "Vietnamese Pancake" (Bahn Xeo Chay, $6). Perfect. I ordered immediately.
